On June 25, 2011, the completion ceremony for Hefei Cement Research & Design Institute¡¯s Messebo Cement Plant 3000T/D Cement Clinker Production Line in Ethiopia was held in a grand style at the Messebo Cement Plant.

This ceremony that aroused much attention from China and Ethiopia was attended by 1500 persons, including Melles (premier of The Federal Democratic Republic of Ethiopia), ministers of Ethiopia Federal Industry Ministry, Health Ministry, and Security Ministry, Wei Hongtian (representative of Embassy of the People¡¯s Republic of China in Ethiopia), Qian Zhaogang (counsellor of The Economic and Commercial Counselor¡¯s Office of the Embassy of the People's Republic of China in Ethiopia), Yao Yan (President of CNBM), Guo Chaomin (vice President of CNBM), Xu Ning (president of Hefei Institute), Abadi (CEO of Ethiopia EFFORT Group), Heyse (General Manager of Messebo Cement Plant), and representatives of Chinese side and Ethiopian side. The ceremony was grandly held at Messebo Cement Plant, and Premier Melles cut the ribbon and unveiled the plaque in person.

At the ceremony, President of CNBM Yao Yan, President of Hefei Institute Xu Ning, CEO of EFFORT Group Abadi, General Manager of Messebo Cement Plant Heyse, and Premier Melles  delivered a speech respectively.

CNBM President Yao Yan firstly extended her ardent congratulations to the successful holding of the completion ceremony, and then gave full acknowledgement to Hefei Institute for its endeavors and achievements in this project. Also, President Yao sincerely hoped that CNBM and Ethiopian side would have further communication and cooperation in more extensive fields since the completion of the Messebo Cement Project by Hefei Institute.
